The certification states that the translator is competent to translate from the source language into English.

Follow the form or authority instructions

The governing regulation is the baseline. A particular form, consulate or submission route may add file or evidence instructions.

The distinction that matters

USCIS and NVC are not the same submission path.

Choose the authority actually receiving the document. A rule that applies to a USCIS filing should not automatically be applied to a consular NVC case.

USCIS filing

Foreign-language material generally needs English translation.

Use the complete translation and translator certification described in the federal regulation, together with the source document and applicable form instructions.

NVC / consular case

Language exceptions and scanning rules can differ.

Department of State guidance considers the document language and the country where the applicant is applying. Follow the civil-document and scan instructions for that case.

Does USCIS require an ATA-certified translator?

The federal regulation focuses on a full English translation and the translator certifying completeness, accuracy and competence. It does not state that the translator must hold ATA certification.

Does a USCIS translation have to be notarized?

The baseline translation rule in 8 CFR 103.2(b)(3) does not itself state a notarization requirement. Check the form and receiving office instructions for your specific filing.

Can the same translation be used for NVC?

Do not assume so. Department of State language exceptions and document-scanning instructions can differ from USCIS filing requirements.

What should I upload for a quote?
