The governing regulation is the baseline. A particular form, consulate or submission route may add file or evidence instructions.
The distinction that matters
Choose the authority actually receiving the document. A rule that applies to a USCIS filing should not automatically be applied to a consular NVC case.
Use the complete translation and translator certification described in the federal regulation, together with the source document and applicable form instructions.
Department of State guidance considers the document language and the country where the applicant is applying. Follow the civil-document and scan instructions for that case.
